nearly200nationshaveassembledherethisweek–adeclarationthatforallthechallengesweface,thegrowingthreatofclimatechangecoulddefinethecontoursofthiscenturymoredramaticallythananyother。whatshouldgiveushopethatthisisaturningpoint,thatthisisthemomentwefinallydeterminedwewouldsaveourpla,isthefactthatournationsshareasenseofurgencyaboutthischallengeandagrowingrealizationthatitiswithinourpowertodosomethingaboutit。

i'veeherepersonally,astheleaderoftheworld'slargesteconomyandthesecond-largestemitter,tosaythattheunitedstatesofamericanotonlyrecognizesourroleincreatingthisproblem,weembraceourresponsibilitytodosomethingaboutit。
overthelastsevenyears,we'vemadeambitiousinvestmentsincleanenergy,andambitiousreductionsinourcarbonemissions。we'vemultipliedwindpowerthreefold,andsolarpowermorethantwentyfold,helpingcreatepartsofamericawherethesecleanpowersourcesarefinallycheaperthandirtier,conventionalpower。we'veinvestedinenergyefficiencyineverywayimaginable。we'vesaidnotoinfrastructurethatwouldpullhigh-carbonfossilfuelsfromtheground,andwe'vesaidyestothefirst-eversetofnationalstandardslimitingtheamountofcarbonpollutionourpowerplantscanreleaseintothesky。
theadvanceswe'vemadehavehelpeddriveoureconomicoutputtoall-timehighs,anddriveourcarbonpollutiontoitslowestlevelsinnearlytwodecades。
butthegoodnewsisthisisnotanamericantrendalone。lastyear,theglobaleconomygrewwhileglobalcarbonemissionsfromburningfossilfuelsstayedflat。andwhatthismeanscan'tbeoverstated。wehavebrokentheoldargumentsforinaction。wehaveprovedthatstrongeconomicgrowthandasaferenvironmentnolongerhavetoconflictwithoneanother;theycanworkinconcertwithoneanother。
andthatshouldgiveushope。oneoftheenemiesthatwe'llbefightingatthisconferenceiscynicism,thenotionwecan'tdoanythingaboutclimatechange。ourprogressshouldgiveushopeduringthesetwoweeks–hopethatisrootedincollectiveaction。
earlierthismonthindubai,afteryearsofdelay,theworldagreedtoworktogethertocutthesuper-pollutantsknownashfcs。that'sprogress。already,priortoparis,morethan180countriesrepresentingnearly95percentofglobalemissionshaveputforwardtheirownclimatetargets。thatisprogress。forourpart,americaisontracktoreachtheemissionstargetsthatisetsixyearsagoincopenhagen–wewillreduceourcarbonemissionsintherangeof17percentbelow2019levelsby2020。andthat'swhy,lastyear,isetanewtarget:americawillreduceouremissions26to28percentbelow2019levelswithin10yearsfromnow。
